Carmel to put Range Line Road on a ‘diet’ with upgrades – Current in Carmel

With more cars on the roads, some cities decide to create additional lanes on certain streets. The City of Carmel is planning to do the opposite. With more than 20,000 cars traveling on Range Line Road daily and more coming in the future as new office buildings are under construction Carmel is putting put Range Line on a diet by eliminating lanes and creating a center median.

Carmel Mayor Jim Brainard said the city will spend $13.4 million on the complete transformation of Range Line Road between Main Street and Executive Drive. It also includes new roundabouts, bike paths and more.

IMPROVING SAFETY

Brainard said traffic medians help slow traffic and reduce head-on collisions. He often refers to the center-turn lane on parts of Range Line Road as the suicide lane because cars in both directions can turn left there.

And while fewer lanes might mean slower speeds, Brainard said the city will remove traffic lights and install more roundabouts so cars spend less time waiting at red lights.

When you add more lanes, all were really doing in our opinion is building a larger parking lot, he said. Under this plan, cars will be going slower even though theyll be flowing just as fast if not faster because of the wait time at intersections.

Brainard said similar road diet projects throughout the country resulted in an 88 percent reduction in accidents with injury because of slower driving speeds, safer pedestrian paths and the increased safety of roundabouts.

BEAUTIFYING THE AREA

Brainard said Range Line Road is already an important corridor, so its important to beautify the street, which will help turn it into a hub of economic activity for local merchants. Brainard said there will be lots of trees planted, but they likely wont obstruct views of traffic. Public art also is part of the plan. The additions can be placed in landscaped medians to create a scenic drive. There will be wider pedestrian paths with trees and other planters as a buffer for cyclists.

In addition, Brainard said overhanging wires from traffic lights are unsightly, so its nice to replace them with new roundabouts at Executive Drive, City Center Drive and 4th Street. A new roundabout opened in late 2016 at Carmel Drive, and new roundabouts also will be added at Medical Drive and 116th Street, although that is south of the road diet project. The next planned roundabout is for City Center Drive, with construction starting after April 24 and lasting until July 1. Brainard said it will be complete before the citys annual Fourth of July parade.

All of the roundabouts will have two lanes.

PEDESTRIAN-FRIENDLY ENVIRONMENT

Not all of the sidewalks connect along Range Line Road, and in some places there is no bike lane or sidewalk, making it difficult for runners, cyclists and pedestrians to traverse the road. The city will add 8-foot-wide mixed used paths and cycle tracks on the east side with a physical barrier to protect cyclists, likely planters with flowers. The cycle tracks will be specially marked and made of special material for speedy yet safe commutes for cyclists.

With the elimination of traffic lights, pedestrians and cyclists can no longer wait until a red or green light to cross an intersection. As a result, the city will build mid-block pedestrian crosswalks to enhance the pedestrian experience. They will be similar to what is done at Clay Terrace with a raised surface and a motion-activated crossing light so motorists can either slow down or come to a stop to allow pedestrians to cross. Brainard also noted that medians provide an island of sorts for safe pedestrian crossing.

TURNING LEFT

Some local business owners along Range Line Road were in attendance during the announcement April 17 and had questions about customers or delivery trucks getting to their businesses. Brainard admitted that in some places the median will eliminate the easy left turn, but he said there will be curb cuts in some places and motorists can always travel up to the next roundabout and turn around to enter a business. He said the aesthetics, safer travels and smooth-flowing traffic will bring people to the area, which will be good for businesses.

The project will be funded through previously passed local improvement bonds.

Famine can do wonders for your figure. Are you struggling to shed those stubborn final pounds? Food shortages, vitamin deprivation, and government rationing will help you get over the wall. You may die from it, but the weight loss will make you look fabulous.

At least, that's the takeaway from a Sky News interview this week featuring double Olympic gold medalist James Cracknell, a member of the Conservative Party who has aspirations of becoming a member of the U.K. Parliament.

"If you think of the two countries in the world that got a handle on obesity, what do you think they are? Which two countries?" Cracknell asked.

One of his hosts responded, "I don't know."

"North Korea and Cuba. They're quite controlling on behavioral change, so there is a place where it has to be worked and you have to get people to buy into it," the Olympian said.

One host interjected with some fairly important background information, "Yeah, but people are starving in North Korea, aren't they? You know, they're not obese because they haven't got any food."

"Well, exactly," Cracknell responded. "But there were sanctions and everything else. But the example is behavioral change."

If it's any comfort to Cracknell, whose comments are being criticized all over social media, he's not alone in suggesting famine is great for weight management.

Cosmopolitan said basically the same thing a few years ago when it praised the "Cuban diet."

"Between 1990 and 1995, thanks to the collapse of the Soviet Union, Cuban people were forced to alter their entire lifestyles. They couldn't afford petrol, so the government provided them with bicycles. People started walking everywhere. Food was also in shorter supply there were no supermarket aisles stuffed with junk food or wallets stuffed with money with which to buy it," Cosmopolitan's Rosie Mullender wrote in 2013.

She added, "In short, Cubans could no longer afford to be fat. In that five-year period, they lost an average of around five kilos per person, which is over 11lbs. As a result of people getting slimmer, they also started living longer, with fewer Cubans dying of diabetes and heart disease."

Going out on a limb here, but pretty sure the Cubans didn't think of the food shortages, economic crisis and government-imposed rationing as a fun, figure-trimming "diet."

That's like hyping the "Death March of Bataan" for all the calories burned. Think of all the steps those POWs got!

Cosmopolitan's "Cuban diet" garbage is almost as bad as when it published an article last week about one woman's amazing weight loss story. The woman, 31-year-old Simone Harbinson, lost 44 pounds without any exercise!

Her secret? Cancer.

To recap: Famine and cancer are great for weight loss, according to Cosmopolitan and a would-be British MP. No word yet on whether the other horsemen of the apocalypse make good personal trainers.

WOULD you like to lose one stone every month, while receiving motivational messages and texts to keep you on track?

This is the promise behind the LighterLife diet plan, but the very low-calorie meal plans are certainly not for everyone.

Heres the skinny on the three stages of the LighterLife diet, if youre wondering if its the one for you.

The idea of the LighterLife diet is to slash your daily calorie intake and kickstart weight loss.

The deprivation technique is controversial with somemedical professionals but it certainly works and can be effective for those who are dangerously overweight.

Those with a BMI of 30 or above, meaning they are classed as obese, or severely obese if BMI is over 40, begin on the Total VLCD (very low calorie diet) plan.

This meal plan limits dieters to 600 calories per day, which is much less than the 2,000 cals recommended for women and 2,500 recommended for blokes.

Its a meal replacement concept, with dieters eating 28 LighterLife food packs per week equating to four per day.

Despite depriving yourself in terms of calorie intake, those behind the plan claim dieters will get 100 per cent of their recommended vitamins and minerals from the food packs.

Itsan easy plan for the dieters to follow because they dont have to calorie count but beware of the hunger pangs.

Overweight people, with a BMI of between 25 and 30, start on the Lite LCD (low calorie diet) plan.

They can hope to lose half a stone a week - by eating between 800 and 1,200 cals per day.

Those on the LCD plan will eat three or four food packs a day, plus one home-made salad or healthy meal.

Dieters stay on the LCD plan until they reach their goal weight.

This is aversion of the fashionable 5:2 diet, known as the LighterLife Fast, which is exclusively available in Superdrug.

This is used as a weight maintenance technique, or can help some people lose up to 2lb a week.

Fast two days a week, limiting yourself to 800 cals by eating four food packs, and eat normally for the other five days.

The first stage of the diet, the Total VCLD plan, is the most worrying aspect of it.

The NHS warn that the Total VLCD plan could result in:

The NHS warn: "Surviving on a strict diet of shakes and soups and other meal replacements isn't much fun, and can feel socially isolating."

While the British Dietitian Association (BDA) say: "Rapid weight loss can be motivating, but it is unsustainable.

"LighterLife's very low calorie diet and its counselling component may work for some - particularly people who have struggled to lose weight for years, have health problems as a result of their weight, and are clinically obese with a BMI of more than 30.

"A very low calorie diet that involves eating 1,000 calories a day or fewer should not be followed for more than 12 continuous weeks.

"If you are eating fewer than 600 calories a day, you should have medical supervision."

Former Coronation Street actress and Loose Women panellistDenise Welch, 58, lost two stone in nine short weeks on the Total plan, before her wedding.

She has maintained her weight loss for three impressive years by following the Fast plan.

Denise, who went from a size 16 to a size 12, claims to have also seen improvements in her snoring, acid reflux and osteoarthritis since losing weight.

WhileHollyoaks actress Jennifer Metcalfe, who plays Mercedes McQueen in the soap, follows the LighterLife Fast 5:2 diet.

The34-year-old, who chooses not to weigh herself, said she had a 'guilt-free Christmas' on the plan- which Jen has been following since early 2015.

She even brought in the New Year with pizza, thanks to her two fast days.

The detox diets can last anywhere from a few days to several weeks.

Some plans can involve the user consumingjust liquids, while others can include solid foods as a snack or meal.
